Chuck was possibly the greatest pop punk album in history, that or American Idiot. I've heard some people call Coheed and Cambria pop punk, in which case they probably produced the greatest, but I'm not too sure I agree with them being pop punk.
Then there's the careful difference between punk rock and pop punk... important difference, though!
As for this album - a 1??!!! You described it like a 2/2.5, and I honestly can't see how anyone could rate this a 1... It's a mediocre attempt, but it's fun nonetheless, even though the faux-political thing is a bit crap. Good review, though.

It's just a slightly different version of things already done. Good review though.

I realize this review is years old now, but wow, I can't believe this album was rated a "one"! That just blows my mind. I really enjoy this album. I got it about a month ago, and I've played it consistently and often since getting it. It's mindless pop-rock, but who cares? It's like a great blend of "American Idiot" Green Day and Blink-182. Is it original? No, not even remotely so. But I do think it's catchy.
I feel like Sum 41 branched out with this album and started exploring different techniques and diversifying their sound; some of the songs -- off the top of my head I think of "Speak of the Devil" and "Pull the Curtain" -- do a good job of alternating between different tempos to better-reflect the mood of the current part of the song. There's also some pretty decent harmony going in some of these songs. I can understand how some of these changes can be viewed negatively by some people (especially those who became attached to 'classic' Sum 41), but I, for one, appreciate them.
While I realize that there are political themes to some of their songs, I have to ask -- why are you so critical of their lyrics? Listening to Sum 41 and complaining about the lyrics is like watching The Expendables and complaining about the story.

With the loss of impressive guitarist Dave Baksh, Sum 41 find a familiar comfort zone on their seemingly Green Day inspired 4th LP 'Underclass Hero'. For the first half, it's a strong release, with the now trio refining their varied back catalogue into a satisfying middle ground that retains the Canadian's knack for fun & catchy sing-alongs. Unfortunately, at 15 tracks & 52 minutes in duration, the album eventually runs out of gas & a few too many ideas get recycled into what are essentially redundant songs. Recommended Tracks: Underclass Hero, Walking Disaster & Count Your Last Blessings.
