Isn't the rating algorithm just purely based on averages?

No, if it was the "all time" albums list would have some more modern albums (including Devotion, which isn't there) and a lot of the yearly charts would be littered with more obscure, lower voted but higher rated albums.
But what doesn't make sense is that an album with 30 votes and a 4.3 won't appear on a yearly chart. but a lower rated album with even less votes will appear.
As for trending, I believe that's something like ratings/album comments in a specific time frame.
