The US can barely handle foreign policy. You want them to tackle mental health? It's an incredibly tricky and complicated problem that varies case by case. The people realistically in a position to positively affect mental health are individuals. If you see someone suffering it's your decision to try to help them or look the other way.

Help them what? You have to have qualified people and it has to be affordable for poor people. I'm not qualified to help them. I can only be their friend and be there for them. That's it. As far as the US not being able to handle it, I'd argue they hardly even try to understand it. Most Americans don't bother, either. In fact, it's mostly mocked still.

If no one says/does anything and the person in question doesn't seek help, doctors and psychiatrists are irrelevant. And for some people nothing can be done. Like in Chester's case, he had a wife and family and successful(?) band and it wasn't enough to keep him going. The government is not going to help fix that. People have personal demons and mental problems that are incredibly difficult to identify and treat.
Blackout is a weird cool song.
