I love the person that said bumping this to #1 just because he died is cheesy and disingenuous. That is literally the most half baked, lazy reasonings behind not wanting it to be #1. There's just countless reasons it's that high.

I feel sue is damn underrated, best track here by miles

This is not necessarily my AOTY - even tho its close - but i really have no problem seeing it at no.1 on our charts. Not that it matters one way or another lol.

If you liked this them def check out Aladdin Sane, has some avant-garde jazz moments on it too although it's primarily a glam rock record like Ziggy is

Yeah maybe Aladdin Sane. You could try Hunky Dory, though it wouldn't be easy to go from there if you can't get into Ziggy or Low yet. I'd say that one, or Heroes, or Station to Station, then go back to Ziggy and Low since they're considered his best.
I'm glad this is AOTY, though I rarely feel like listening to Sue, Girl, and Pity, but they're still very good. The rest of this is masterful though, and the bonus songs are worth hearing too.

The three new songs "No Plan," "Killing A Little Time," and "When I Met You" from the Lazarus musical were from 2015 and sound pretty similar to some of this.

Are they comparatively any good

All three are worth hearing if you liked this, but they aren't too long or experimental.
"No Plan" is my favorite of the three, a dark, subtle rock song sounding like a mix of "Girl Loves Me" and something from The Next Day. Has a smooth jazzy saxophone solo at the end too.
"Killing A Little Time" is also pretty dark, has a similar drum beat to "'Tis a Pity..." with some cool guitar work, but basically a grooving, dark rock track.
"When I Met You" is an energetic rock song also sounding like something from The Next Day, but a little weirder.
