the main theme of the whole album is centered around how PF signed their record deal, and then Syd went crazy and couldn't handle the pressure or the fact that his music was now under a corporate umbrella. so Syd went crazy for many reasons, and was kind of phased out of the band because they couldn't function with him.
basically, I think the guy on fire is a metaphor for mental illness affecting a personal friendship. the tone of the whole album basically says to me that they don't blame Syd for going off the deep end, but they wish he was still with them, etc etc.
