it's absolutely an EP. it's just over 20 minutes long. 25 min is the commonly accepted EP/LP threshold.

Shit this is the best thing ever
The First Time I Met Sanawon is one of the great pop-punk songs of all-time. Also this is the best production on any Jeff release I think.
Also I would consider this an album. It's a short one but 7 songs is too much for an EP IMO.

check bombthemusicindustry.tumblr.com or bombthemusicindustry.com (thru archive.org); it's listed on both sites under "albums". when this record first came out it was labelled an EP, but when they released the remaster in 2014, jeff referred to it as a "mini-album" same as to leave or die. ~20 minute albums are pretty common in punk so i have no issue with jeff's designation of this as an album.
