I mean grunge is pretty distinctly a mash up of punk and metal with some pop sensibilities, it has it's own unique sound, and no not every 90s alt rock band like Candlebox or Jane's Addiction are grunge. People just started using the term for any alt rock in the 90s the same way people started describing all pop-punk as emo music for awhile in the 2000s.
