I quit because Jagex has been messing up the game really badly such as the dungeoneering skill. I played it for 5 years though, the game also gets so over the top hard to level up at higher levels it becomes ridiculous.

They basically made it so that you can gamble with real life money to win XP.

not only that but people have a quote from jagex in their databse saying they would never do microtransactions and how they have it set up is actually illegal in Netherlands and Germany, so Jagex has a threat of being sued.

@Tyra: this is how it works though, there is an ingame button that if your credit card info is saved onto the computer for updating membership if you click buy more spins it automatically charges you!
There is a wheel of fortune thing in game and you can buy 75 spins for 20$, each spin you can win XP with the possibility of winning rare boss drop items. This is gambling and does not restrict itself from minors accessing it.

yea the security dungeon in barbarian village is where you get it. Each floor has a monster that drops a piece and when you put them all together you get the staff.
