Panic! write catchy stuff, and I can accept that (I love Martyrdom), but I can't stand most of their Cabaret type stuff. In fact, The Only Difference Between Martyrdom and Suicide is probably the only song off here I like, aside from one of their other singles which grew on me.
Basically, you're all wrong. : )

Talent is needed to write classics, and though they may have some, they have not nearly enough.

So a band can't just be decent? They have to have mindblowing riffs that aren't simple? To hell with catchiness, I can't melt my face with this! To you, something sucks if their talent (which, contrary to popular belief, cannot be measured in one album) doesn't portray something that could be classic one day? You may not mean that, but it's definitely what you said. This doesn't have to be complex, and it doesn't necessarily have to be classic, but for what it is, which is some added variety to a formulaic genre, it's good. The fact that it sounds even remotely like Fall Out Boy has little to do with how you can appreciate it or like it. If Pete Wentz hadn't signed Panic! and been put on the same label, I sincerely doubt people would compare them all the time. Now we'll never know.

There is no good pop music.

There is plenty of good pop music. In fact, I'll go so far as to say that it is probably infinitely more difficult to write a "Space Oddity" than it is a "The Leper Affinity". Instrumental talent does not comprise a good band; solid songwriting does, which Panic! showcase it droves all over this. Aside from the first two real tracks, and of course the into and intermission, this album is a perfect example of pop music done right.

Yeah, the first two real tracks are exercises in excess egotism. They're catchy but thin and are probably the tracks I listen to the least.

If they had taken those out, along with the intro, this would probably rank higher for me. I like the intermission, actually, so, yeah.

They just wanted it to flow from the modern-electronic first half to the cabaret style of the second. Sure, it's overdoing it, but Panic! is kind of all about overdoing it. 'Tis why I love it.

You really are just a fanboy. It's embarrasing.

I wouldnt mind panic if they were less pretentious, you don't see actual intelligent artists (i.e. radiohead, beck, jeff buckley) having insane psuedo song titles, they prove they're clever through the music.

Why do people compare Panic! to Fall Out Boy?

The only simmilarity is the rediculously long titles on AFYCSO, but the sound is completely different, especially on Pretty.Odd.
