I was always more of a Gilmour fan than Waters....both obviously have their voids when referring to their 'solo' acts though. Pink Floyd was able to continue without Waters, and I think it would've been a much more daunting task had it been the other way around.
Gilmour all day boys.

Water's albums at least included all PF members (even as session musicians). And it might be true that Waters walked out on his own, but even Gilmour's PF didn't include Wright and Mason. Wright was merely credited, and Mason didn't even feature in all the songs...

The voice and the guitar solos combined, unmatched maybe in all of music. That's what keeps bringing me back.
David Gilmour has always been the mvp of this band in my opinion.

Waters is a better composer
Gilmour a better singer and instrumentalist
Both combined are certainly better than on their own. That doesn't mean their solo work can't be good. If this had been a Gilmour solo album people would've loved it. It is certainly better than Waters' solo stuff and, at this time in their careers, Waters' certainly wasn't at his peak anymore. His solo stuff was weaker and even The Final Cut is way worse than this one could ever be
This one lacks identity for sure, but it is an incredibly atmospheric and pleasent listen that's well executed. It aims at a simpler sound, without falling into the pretentious vibe Waters had at this time in particular

High Hopes is probably one of Floyd's most emotional songs and certainly one of the band's best songs ever

I was spending my time in the doldrums
I was caught in a cauldron of hate
I felt persecuted and paralysed
I thought that everything else would just wait
While you are wasting your time on your enemies
Engulfed in a fever of spite
Beyond your tunnel vision reality fades
Like shadows into the night
To martyr yourself to caution
Is not gonna help at all
Because there'll be no safety in numbers
When the Right One walks out of the door
Can you see your days blighted by darkness?
Is it true you beat your fists on the floor?
Stuck in a world of isolation
While the ivy grows over the door
So I open my door to my enemies
And I ask could we wipe the slate clean
But they tell me to please go fuck myself
You know you just can't win
