Most 2nd wave bands wouldn't have deliberately prioritized riffs over atmosphere though... just the way it was before the genre turned more atmospheric and textured around the turn of the millennium.
They probably thought they were being real atmospheric with their lo fi and tremolos and I guess they were relative to other metal.
Most of it is boring as fuck by later standards though
