they arent fillers but the quality and magic of the series is gonne, those episodes werent even written by the author of the original manga
try the OVA that narrates kenshin backstory as hitokiri battousai, that one is very good, even tho im not a big fan of the recent drawing style.

I keep hearing about all these live action anime films, but none seem to ever see the light of day
anyway. Same with video games. (Halo, Metal Gear Solid, and Devil May Cry movies have been in the
works for years.)
