there's a ton of progressive elements on this album. check out the time signature changes on the title track, or the through-composed structure of One, or the metric modulation in Eye of the Beholder.
there's lots of weird shit on here that a standard thrash metal band wouldn't even dare think of imo. but it is borderline. I can see where naysayers to the label in regards to this album are coming from.

Prog was a musical movement during the late-60's and 70's more than anything else. Since then it has just become an adjective that is used to describe forms of music with any elements that relate to or resemble characteristics from to that movement.
