After putting much thought into it over the course of about 3 minutes here's what my top 5 would probably look like:
Periphery - Luck as a Constant (both solos combined)
Chimp Spanner - Cloud City (the last solo)
Moon Tooth - Motionless in Sky
Telescopium - Sea and Sky
Mutoid Man - War Moans

Tons of solos have caught my ear this decade, but I never really remember them. Basically once they start getting all fusion on me with the Dorian and Mixolydian shit, that's when I cum. But that's not a requirement.
edit: regarding Periphery I think the solo on Zero Mile is one of the best of the decade, assuming it came out this decade.

They're both filled with good solos indeed.
The most recent emotional solo I remember is Falls of Rauros - Arrow and Kiln at ~8:00. It probably needs most of the song as a build up to work as intended - but damn, I choke up.
And then it moves into that theme, oh fuck I love that song so much.
