This just sounded like he was just more into a girl than she was into him and didn't realize it for some time. Probably won't ever know exactly what happened, but if it was as inappropriate as the level of guilt in his statement makes it seem at least he is remorseful and taking steps to improve himself.

On second thought, the statement is really clever. He managed to preemptively admit to *something* (without revealing the act for public scrutiny) in a manner that casts him in a flattering light while making the accuser seem like the unreasonable party. First time I see a comments section siding with the accused male, so it worked.

Members of bands he toured with (Foxing and Petal) are saying he's bluffing and they're peeved at the positive reaction to his statement. Regardless of whether the accusation is true or not, he managed to cast himself as a lame but sympathetic figure rather than a sexual predator. The preemptive apology has been effective PR so far.
