I guess the idea is those people affected take it higher with local officials and governance, blaming them for the perpetrators list of woes, but in reality they’d probably want all involved jailed or in some cases you’d think an American might want to shoot at them
Violence, vandalism and theft - as a form of protest that’s a huge risk, rarely warranted, though sometimes it’s all people have left
