I'd be careful with things like that, there are a huge differences in social norms as to that as I have noticed. In Germany, the school system demands you to grow up earlier.
Also, by the time you're 18 you're actually a legal adult. That means YOU have to sign everything personally, YOU will have to deal with insurances, YOU will have to deal with banks and all that stuff. So yeah, by the time you're 18 you're not only considered a legal adult you're also supposed to act more mature. Problem is often if you don't you're gonna fuck up in your career because employers (of jobs that are above average wages) also care about your attitude. Be immature and you're out immediately. Eventually the word spreads and you just ruined your career.
