This is what happens when you listen to bad pop albums too much, the hooks still manage to worm their way into your head and you're suddenly confused into thinking just because they're in your head, they're good songs.
This album is exactly as bad as you made it out to be, because this album is the worst.
(Ok, I did give it a .5 because of sharp edges, so not literally the worst.)

yeah and for a sellout record Chester really did put a lot into it. It's almost like the sorta dead inside feel of certain songs fits considering his mental state at the time.

I will admit, I did put a live version of that song from his last concert on my Facebook when Chester died. He was in the audience and they all had their hands on him, and it was bone-chilling and extremely touching. Chester really brought a lot more to that song after Cornell's death, probably knowing what was in the future for himself as well.
All of that makes the song shattering, and understandably, not much of that is really portrayed in the record. He was certainly feeling hints of it - but it hadn't happened yet, you know?

Of course it is. I loved Chester he was one of my first singing idols when I was a teenager it broke my heart. However, that doesn’t not make it an album filled with hot trash.
