I don't think a lot of people are actually saying that "Why" delivers some groundbreaking commentary on homelessness. The lyrics themselves are essentially the homeless-oriented version of that meme kid that had the whole "Have you ever had a dream that you um, um" thing.
What makes "Why" good is that you get your face slammed into the audio equivalent of concrete.

what makes Why’s message so hard hitting is that it really is such a simple fucking solution to one of the biggest problems in this fucking country.
We literally have millions of houses that are unoccupied and this is somehow still an issue. That’s not to mention the line from the track about buildings with heating and cooling that just aren’t even being used.
Yet we still have hundreds of thousands of people out on the street. Visiting Portland was beyond fucking depressing seeing how many people are forced to sleep in fucking tents.

Yeah Wildcard nailed it. What makes Why so good is not that its some profound statement on the homeless, but rather its so unapologetically blunt to the point where you can feel the frustration for a serious issue that should be simple to fix, but never is.
Also it fucking crushes instrumentally, that helps too
