I mean, in the strictest sense yes they write pop songs but again pop is not their primary appeal. I've never seen gushing about the hooks on a National album before.
It's all personal preference though and I accept that; I just think you might benefit from approaching this from a different perspective than it seems you currently are.

I'm with Boney here. I think their fun side definitely exists and is maybe underappreciated, but it's hardly a main element of their sound. 90% of the time they sound sad, anxious, reflective/insightful, deep.

Man Guilty Party is neck and neck with title track and I’ll Still Destroy You for best National song, which I guess is understandable as each seem to complete the whole.

Empire Line is like a significantly worse version of Sorrow. I like the fluttering guitar on guilty party though, and destroy is very pretty in general.

Slowdive is still relevant and still in my top 3. Didn’t expect this album or Science Fiction or it would be number 1. Still trying to decide to between this and Science Fiction. Slowdive is still a five
