I think the rest of the material brings it up to that. I know too, that the song itself isn't bad, I don't like it because of how it makes me feel. If I were to just completely remove the track from the album and listen to the whole thing I'd rate it a 6 out of 5. The rating system says "classic" and I think that this is regardless of that song.

The point of these lines is to show how desperate the protagonist has become and how he's lost his grip with reality and social norms. It's supposed to be disturbing.
