B+ for effort - production is ace and vocals are an acquired taste even if not my bag.
F for end result - because I hate it.
For me, if it has replay factor and I dig it, that transcends objective end result most of the time. Unfortunately, same goes for the reverse end of the spectrum - without wanting to be too blunt, something can be accomplished as well as shit. And the ham-fisted 'war is stupid, people are stupid' vibe really isn't doing the record any favours.

Without wanting to answer for TVC15, that's exactly what I'd say. When the words being delivered are so crass, blunt and messy, the delivery of them is made somewhat redundant - particularly when the voice is so divisive in the first place.
