Sure, except that we're talking about mainstream music here. Getting a tune stuck in your head is the ultimate victory, so catchy is an extremely important metric, and by that standard this album slays. I'm not saying this album is better than Lateralus, or Blackwater Park, or whatever. I'm just saying that in terms of widespread impact and memorability there are few rock/metal albums that come close to this in the 21st century.

this album kicks ass on an aesthetic level for a predominately teenage audience. whether you were grown when you heard it or grew up on it like myself, it's hard not to love. top 5 catchiest albums ever

I wouldn't call this the most hook-heavy and catchy album of the current century if you consider all genres, but when you narrow it down to just rock and metal it's kind of a fair statement.

I thought the rock/metal part was assumed since it was in the comment that started the initial debate. But even so, this album could go toe to toe with pretty much any pop album of this century, even outside the rock/metal categorisation. It's a pop masterpiece, even if it's not a perfect album.
