From a technical standpoint, for me and me only, ... And Justice for All was a technical marvel, but not as memorable as Master of Puppets. And I enjoy "Justice," but as far as taking a step back and taking a look at Metallica's career since the close of the 1980s, I came to my conclusion stated above. No dis on "Justice." But it is a major dis on the "Black Album."

The Balck album for me, was the beginning of the end.
It introduced Filler. Simple to the point of boring drum work. I know that they needed to "steamline" their sound to make it easier to play live and whatever but I just think that it was an exercise in watering down their iconic sound.
But Fatlip makes a good point, due to the long running time of the respective songs many of the songs on "...And Justice" dont seem as memorable as those on puppets. And the stupid ass production makes it sound god awful at times, but that not saying much considering DM's is also god awful too.

And Justice For All is like a blank spot in Metallica's history. It's a great album, but did nothing significant for the band. MOP made them, the Black Album was the beginning of the end, the Load/Reload duo alienated the old fans and brought in the new, and St. Anger just sucked, and DM proved not to be the total mess people anticipated.

First music video, first album after Cliff Burton's death (in case the public thought they were finished).
