@Steak: The speed is somewhat irrelevant because Pikachu is mostly gonna be running physical sets with Light Ball and has access to Nuzzle, Raichu requires a turn of set up via Nasty Plot to even do anything and reach that level of power.
@Rodrigo: It's too cute to not use tbh, I might do a challenge run of using only Pichu for the entire game.

It only requires set up if you're running nasty plot, you can run choice specs or scarf, or a life orb just for extra power
Pikachu literally only has one item to use

@Steak: Having one major niche doesn't stop a Pokemon from steamrolling, Naganadel only had one niche as a Nasty Plot user but that one niche was so good it got hardstomped from OU in a week.

It's a gimmick at best, if you're using Pikachu over Raichu it's for gimmicks. Why would you give up 30 base special defense, 20 base speed, and more reliable attacking stats. There's literally no reason to use Pikachu over Raichu
