ICP's facepaint is just like the masks worn by Buckethead or Mr. Bungle.
Mainstream music has become all about how cute the bandmembers are. By wearing face paint or masks, underground musicians take away from all that. Not only that, ICP's face paint is to make a point: white rappers are judged purely on the basis of being white. Every white rapper has been criticized, even if the criticism is undeserving. The Beastie Boys were criticized early on because they were white former punk rockers. Thus, ICP wears clown paint.
