sloppy has a negative connotation, i'd say something like "off-kilter" but i totally know what you mean

fair enough. he almost never has a consistent meter, he's is usually slightly off beat and it seems like he's putting as little effort as possible into how he's saying what he's saying.

it somehow works for him though hahaha
