Well, more of a double-edge to me. On the one hand, I think the music accomplished exactly what it wanted to do. On the other hand, it makes me want to listen to it less often, so... I'm not sure how to feel about it.
This album, though--I can jam it all day, no problem. Not sure exactly if I can place my finger on the difference, besides the obvious difference in Raygun's performance. The subject matter is still just as heavy, although I would say GC is more blunt-force-trauma with its lyricism.

The difference is mostly the writing. This one gets more accessible because its more song-driven
Which is a thing I love, for how thick and unnaccessible their sound is.
Big fan of the band, and production and writing really excel here.

Yay, God's Country is pretty awesome, but more based on spoken/preaching word over a suffocating atmosphere.
Its also funny how the bass on Cool World throws me back to early Korn in some hooky riffs, mostly in the bass. Something I tried to inspect and it was thoroughly expressed on some interviews, as the bassist being a big Korn fan XD actually the only Korn fan in the band

I do love his bass tone. As a bassist myself, I have absolutely no idea how to get that tone lol. But it fits really well with their style. It's delightfully chonky.

I think i get what you mean, in a sense that GC feels more like a political project in a way as opposed to an actual music album. I get where you're coming from. I do enjoy the vocals a hell a lot more on this album.

I think this one sounds just a bit more musical, dynamic, and cohesive than GC for me. Better vocals too. I consistently choose to come back to this over anything when revisiting the band.
