even if I'm being ridiculous the averages are close, and I don't value Fiction half as much as some people here do, so
Fiction is (at least) worse than the following albums:
Character
Haven
The Gallery
Projector
Damage Done
So that alone doesn't make it tier 1 at least in my book

Character and Damage Done are better than Fiction, yeah, but for some reason I really like that album. Probably cause it came out when I was in high school and I got really attached. It has some absolute bangers, but yeah, it's probably more like second or third tier DT realistically.
The Lesser Faith is still maybe one of my favorite songs ever though.

There’s no touching damage done or character by any of DT’s other albums. I’ve liked everything they’ve done since, some more than others but yeah DD and character are on a level of their own. The band’s apex IMO.
My top DT albums are Character > Damage Done > Construct > Atoma > Fiction > Moment. Their albums before Character I don’t really care for and haven’t spent much time with.
(Agree with the comment above about The Lesser Faith track. One of the band’s best songs.)

The Gallery is an accomplishment for sure, but not my favorite either.
My favorite is actually Haven, people are sleeping massively on that one
DT found themselves with Projector imo, everything that came after that was a product of that stylistic change

I like Haven but a lot of it blends together. Almost all songs follow the same structure and have similar lengths. Their songwriting was way more adventurous before and after that album.

Like I get a big complaint is how prominent the keys are throughout that album, but I kinda adore it and it's charming in its own right. They just recently brought on a keyboardist and are so happy about it that they want him EVERYWHERE, and it leads to a pretty unique feel in their discography.

I forgot to mention Haven. Haven is another good DT album, but admittedly I haven’t spent nearly as much time with it as each album after it. Need to revisit it for sure. What y’all think about We Are the Void? It’s a pretty badly produced album but I liked it at the time when it came out. It marks a specific and interesting period in my life so I enjoy it for nostalgic purposes more than anything else.
