I mean they formed out of the seminal alt-country band, started out as an alt-country band, made 2.5 non-alt-country albums, then returned to alt-country but mixed it with alt-rock more so than before.
Have no doubts, Jeff Tweedy is an alt-country artist through and through, his career just made a brief diversion that was largely driven by other people anyways.

Summerteeth is essentially equal to this in my eyes and is probably my personal "favorite" Wilco even though this is marginally "better".
Ghost is amazing too but it falls somewhere in the middle of my ranking of their discog

For me, Summerteeth is the peak of their songwriting, I mean it's pretty much the perfect pop album but this has the feel of a concept album holding it together and has the more interesting sonic palette. Hence why I find Summerteeth more compulsively listenable than this. (Not that the songwriting here is poor by any means.)

Everyone seems to put A.M. at the bottom. I don't think it's great, but I prefer it to a few of their late-career albums.
