The shoddiness is a stylistic choice - Kanye just likes making his music sound minimal and sloppy now, he can still make tracks the traditional way as shown by Real Friends No More Parties etc, they're just not the main direction he's going for now
He mentioned this years ago while talking about Yeezus - He said he liked it that way because it kept it simple and real, just all about songs, which is also why he didn't make a cover for that one
