It seems to me that the sound of Fugazi, especially during the period you're talking about, was largely based upon what Minutemen had done ~ five years before. Fugazi didn't really create anything new but only slightly altered the style that has been known for quite a time (precisely made it heavier and more anthemic). You're probably right about it being rather new and "exciting" back in 1990 but to my best knowledge not enough to deserve anything more than 3.5 (ie essential but not masterpiece).

honestly their later work seriously eclipses their earlier stuff. The Argument is easily one of my favorite records of all time, and it took ages to grow on me. If you want Fugazi doing a 'new' sound, The Argument is what you're looking for
