That's not even close to being true. The Brit prog bands did well for themselves in the UK. The first two KC albums broke into the top 5 and every Genesis album from Selling England by the Pound onwards made it into the top 10. Yes did really well on both sides of the pond with everything from The Yes Album to Drama making it into the top 10 in the UK and doing almost as well in the US.
I mean, none of them have been as successful as Tool (Lateralus, 10K and now FI have all made #1 in the US and done nearly as well around the world) but they did very well for themselves.

Lolwut? Genesis has probably outsold Tool, but that's mainly because they've put out a lot more albums, all of which were in the pre-digital era, and all of their bestselling albums were their post Peter Gabriel albums.
