Once you've seen one, run away from it and fly to the town with the ghost gym (forgot the name). Just keep on cycling between the routes, checking the pokedex to see where the dog is, until it ends up on the route you're on. Then just save, use a repel and catch the bastard.

BTTW - Crystal is basically the Pokemon Yellow of that generation. The only real changes are that Suicune is basically given to you (you don't have to find him, but he's still hard to catch), there's a Battle Tower that I've used like once, and there's about 10 additional trainers scattered throughout the game.
