I think Bowie's next heaviest album is Earthling, but that comes more with how inherently abrasive industrial rock sounds. Otherwise yeah, Man Who Sold the World is the heaviest and darkest album he's recorded

Also he was ahead of the curve with mainstream DnB by a good few months in '97 so it makes for an interesting listen to hear him experimenting with new sounds for the time.
