Interesting view on the album. For me it is easily their worst with lack of variety in musicianship, and the played out and unimaginative lyrics. Just had nothing to offer me. Glad others can find something good in it though!

We know from The Question's liner notes that the question is "Where were you when I was [insert any of the track titles from that album]." (e.g. "Where were you when I was So Cold I Could See My Breath? Where were you when I was Studying Politics?")
We also know that Emery wrote a loose concept album called You Were Never Alone. Emery is to some degree or another a Christian band. It's pretty reasonable for a Christian band to conclude that wherever the "I" of The Question was, God was there too.
Therefore, the answer to The Question is "I was there with you," i.e., "You Were Never Alone."

hmm, and it came out exactly ten years later...and the album cover is of physical pictures, which could have been inside the envelope that is the album cover of the question, and both albums are twelve songs, if you go to youtube and search "Emery Where were you when i was" the second return is the entire You Were Never Alone album
