that sounds like somebody told you some grade A bullshit.
First, you can start your driver's license at 17 - you just can't drive alone yet and certain restrictions apply. Second, you don't JUST have to do a theoretical exam - you have do a theoretical AND a practical exam. But before you do you need to have a certain amount of practical and theoretical driving lessons. I've so far only known a single person who did his driver's license in ~a month but only because he had enough time. If you have a normal schedule or a busy schedule that's never gonna happen. You also pay 310% (or 280) taxes (and insurance if I recall correctly) until you are an experienced driver. You can also more easily lose your license or have it suspended.

Yes zak there are exceptions, such as immediate family members, qualified supervising drivers, emergencies and work responsibilities. But it is totally against the law otherwise to drive with more than one person between the ages of 16-25, and between 12am and 5am. Also 0.00 alcohol in your blood. And not over 100km. It is obviously hard to implement those strategies in the hinterlands, but yeah it's the law. Keep in mind this is all after doing a theoretical exam, a full year of driving, in a state like New South Wales which requires 125 hours (a ridiculous amount of time for you and your parents to devote) AND THEN a practical test which requires you to get 90% as a test mark. Then after that, you have to do a hazard perception test. And then you can get your provisional, which has those restrictions I just mentioned. But it is only the first year, the other 2 are less austere. After 4 you basically have a full driver's license.
Okay so yeah Wolfie they omitted some of those facts to me. But still, some of these guys I know did do it in a month at the age of 18-19 and did gallop down the autobahn like one of the four horsemen. I'm under no illusions that there are practical and theoretical tests and that they are fairly hands on. But it is still completely contrasting to the Australian system.

nah idk i know friends that have died in their first year of driving and as far as i can tell the stats support those kinds of laws. I still hate it though. Not being able to go on beach/fishing/camping/shroom picking roadtrips with all your mates are a real hindrance

Not really, though. There's not a lot of "unrestricted spaces". You can't just go pedal to the metal and floor it all the time, the most used parts of the Autobahn here will have restrictions.
