I mean, I wouldn't understand rating it a 1.0 either but honestly what is this album's contribution to music? Because it didn't invent a new genre, it didn't invent new playing techniques, it didn't invent concept album... it didn't invent anything. Sold a lot I guess and is competently-written overall but how is that a significant contribution to music I fail to see.

it was made at a time when electronics in music and just tools outside of the usual basic rock instruments were being made available and pink floyd utilized them in their music in new ways

It may have not invented anything, but I'm pretty sure it perfected everything you listed, so that is a huge contribution per se.

Alter this album is ingrained into the English psyche and culture, people took it to their hearts on a massive scale, not all contributions an album makes are purely musical development.
Even as an 8 year old I knew of this album, what the cover looked like and what the main theme was. It's in national treasure territory
