They weren't completed obviously. I think dogs was only 10 minutes long at the time and shine on didn't have the opening section.

i'd think in their early stages their absolute concept (i.e. syd tribute, animal farm esque lyrics) were still in their primitive stage

I'm definitely glad they decided to build on Dogs and Sheep to create a whole concept album. It would've been wasted potential if they'd just used those two songs as part of an album with varying themes along with Shine On.
