"@Reefa i’ve honestly always heard that a little bit in Sufjan’s voice, I think he has a very unique voice timbre that almost makes it sound laden in effects when it’s not… but i’m sure there’s some extra processing on his voice here either way"
Yeah might be his unique vibrato and it just stands out more on here than usual.
Reminds me of this type of vibrato:

I think this is my favorite Sufjan Album. I still think the highs on Illinois are unmatched but that album just has a little bit too much filler. This one is all killer no filler.

Quit your antics
Put them at the foot of the bed

'Will Anybody Ever Love Me?' and 'My Red Little Fox' are rather lovely. The strength of this album lies in its consistency, but perhaps standouts are starting to emerge

Oh yeah ' So You Are Tired' comes straight after Fox, another beauty. Yeah, this is my fave Sufjan (of the ones I've heard - certainly not comprehensive)

I mean Shit Talk clearly is the standout here.

The most impressive early standout? Sure, I do remember that being the case. Whether it's my fave at this stage? Likely not, at least currently (as it seems to be changing every time)

I can’t really move away from my initial instinct that ‘Fox’, ‘Tired’ and ‘Love Me?’ are the Sufjan classics here
Parts of ‘Shit Talk’ reach that level too, just maybe not the whole thing.
