Dare I say... the Wall? Well, that is in my opinion. Which I know will be shot down seeing as it's the Wall, lol.
Other than that, Springsteen's "The River" is amazing, consistent, and I'd say it has a concept/story.
Electric Ladyland and Exile on Main Street are amazing as well, but doesn't really have a concept.

This is far more consistent than The Wall. The Wall's biggest downfall is its inconsistency imo.
|
| |
And neither Electric Ladyland or Exile on Main Street are anywhere near as consistent as this imo. This is pretty much perfect, which I honestly don't think I can say about any other double album.

Fair enough. Exile is one of my all time favorites, so I have to disagree there. It's all a matter of opinion, really

The Wall and The Lamb are my favourite double concepts.
Quadrophenia is also awesome.

Guys, don't forget Physical Grafitti.

That has a bit of filler towards the end, although I think Jamie would disagree. Regardless, it's not a concept.
|
| |
I'd bring up Mellon Collie, but that one had its share of filler.
|
| |
its the concept of being awesome

Ya the filler in Mellon Collie brings it down unfortunately, despite it having some of the Pumpkin's best songs

I saw ELO in 76. I am not skele :D.

That has a bit of filler towards the end, although I think Jamie would disagree. Regardless, it's not a concept.
Physical Graffiti is one of the only double albums that comes close to this in terms of consistency imo but I have to admit that Boogie With Stu borders on filler although I don't dislike that song, it's actually grown on me a bit over time. I still think this is slightly more consistent though.
