Dare I say... the Wall? Well, that is in my opinion. Which I know will be shot down seeing as it's the Wall, lol.

Other than that, Springsteen's "The River" is amazing, consistent, and I'd say it has a concept/story.

Electric Ladyland and Exile on Main Street are amazing as well, but doesn't really have a concept.

This is far more consistent than The Wall. The Wall's biggest downfall is its inconsistency imo.

And neither Electric Ladyland or Exile on Main Street are anywhere near as consistent as this imo. This is pretty much perfect, which I honestly don't think I can say about any other double album.

Physical Graffiti is one of the only double albums that comes close to this in terms of consistency imo but I have to admit that Boogie With Stu borders on filler although I don't dislike that song, it's actually grown on me a bit over time. I still think this is slightly more consistent though.
