Depends on how you want to count it. As a guitarist it makes more sense to me to count it in 7/8, and that's what the tab I have is in. Perhaps a drummer might hear it more in 7/4. There's a YouTube video where he gets 7/4 by listening to the drums (despite being a guitarist), but other sites list it as 7/8.
Anyway, don't try to head bang to Frame by Frame by King Crimson. It will induce schozophrenia. (inspired by the same video)
