He had health issues and couldn’t return for 13. If the band had it their way he obviously would’ve been there. The issue with that album is that it’s really boring.

"The issue with that album is that it’s really boring"

it's black sabbath by the numbers, not exactly terrible but not great either...

and one of the reasons for that is Bill's absence, Iommi's riffs really mean nothing without Ward's swing...

I wouldn’t go that far. Iommi is a riff genius and he has good riffs across the entire Sabbath discography. The Devil You Know has Vinny Appice on drums and that album is way heavier and better than 13. But Bill Ward is certainly one of the all time greats. I wish he was on it all. But 13 would’ve still been dull even with Ward.

this and paranoid are classics but c# sabbath>>>

interestingly, after sabotage iommi apparently decided the band was going back to e standard live, permanently, and made ozzy sing the c# songs 1.5 steps higher... which is sorta insane as ozzy was straining his voice a ton on the previous few albums as is.

^ Ozzy's performance on that live with Van Halen in 1978 is insane for his own standards

Dude put it all out on the stage one last time. Seemed likely that he was living for that show and was at peace once it was all over. Fucking legend.
