From what I have read and heard, the Exhorder rip off statements are nonsense.

Phil was a huge fan and was influenced by them. But Exhorder were more of a basic thrash band than Pantera.
I find the amount of times people bring up Exhorder baffling when Dimebag mentioned Helmet as their influence.
