How does Lullabies have any filler? It's long, but just because there might be songs that don't do much for you, that doesn't make it filler. I don't hear any filler on there or this. Lullabies is underappreciated, and tied with Rated R for 3rd best imo. This is tied with EV for their weakest.

"Filler" seems like a term for people who think a song is middle of the road and low effort. I dare someone to find a musician who would name one of their songs as "filler". The closest example in my mind would be Black Sabbath's "Paranoid" which was made in a few minutes to booster the tracklist, and that ended up being pretty fucking good.
