This at least has good instrumentation. Risk is just Megadeth blatantly trying to steal Metallica's mainstream spotlight without even trying. Dave said Risk was easily his worst, even after SC came out.

Exactly. Generic and passable are more or less interchangeable in my eyes. I would give an album that's generic end-to-end less than, say, a 2. They're generally harmless.
Kingmaker is the only one like that on this album. Everything else is pretty garbage. Built For War sounds like it could have worked if it weren't so disjointed, and the very opening of Burn is okay. Neither pass as decent songs though.
