This isn't horrible in any way, it just doesn't give me too much beyond what 'The Downward Spiral' gave me FIVE YEARS earlier.
The best two songs are the instrumentals that at least have some new melodies and ideas - not just better production/new instrumentation

I'd say this scenario reminds me of Aenima/Lateralus
Aenima had all the great ideas and a visceral delivery. Lateralus upped the production values and chin stroking and lost all the bite from the mix.
Same exact thing with TDS/Fragile.

The first disc on this is insane. Second disc kind of gets in the weeds at times and is nowhere near as tight and constructed as the first but it still has some real gems. It's a double album so naturally it's not perfect but this is still one the most impactful albums of all time for me. The Downward Spiral mainly explores lows and descends constantly but The Fragile has these ups and downs in tone... it's a real rollercoaster.
