Fripp does vibrate the strings as shown in live footage taken from concerts, thing is the effects unit "distort" (choke) the sound of the guitar to such an extent that you barely recognize the sound effect of a vibrato. I know that because I own a guitar effects devise that simulates the sound of a harmonium/keyboard. When in full effect, you can barely hear the vibrato in its "norm", all you hear is violin-like "wabbling".
