I love them when I see them – it breaks the monotony of "This is who the band is, this is what they did before, this is what this sounds like blah, blah, blah..."
They are very hard to get perfect though. This was close, just needed a bit more about the music.

Dev should have been part of a band or something 'cause he's an amazing vocalist but he isn't very good at making music. Well, better than most to be honest, but that isn't saying much.

Just sounds a bit actorly and staged to my ears but he's not awful - not naturally powerful but ok he hits the notes is how I'd sum him up
I hear him and I keep thinking how close the singing is to his speaking voice - it sounds a bit like a ramped up speaking voice :/

You actually think this dude has a nice voice? like seriously one of the reasons you listen to him?
Because it's the last thing I turn up for. Even on the bio album it's a case where I like the album despite not loving Dev's vox - if you swapped him with a some rocking cat with a nice timbre and tone to their voice honestly that might be a 4.5 instead of a 4.
His voice rarely actively ruins what's going on but it seems like 'uh oh the bass player wants to sing this one' sort of vocalist. I doubt he started wanting to be in a band as the singer is what I'm saying - and usually the best vocalists want to start as the singer. I dunno, it's how it comes across to me.

Take for example someone like Maynard from Tool, as much as he no doubt is a pompous whatever, his singing sounds like singing - and the music isn't a million miles from the genre on Bio. He has a natural feel for it, there's charisma, appealing intonation, believability, and a knack with melody.
I don't get that with Dev, dude is technically ok but functional.

I think most people like Devy because of his incredible range. Going from City to Casualties and back to Ocean machine, I can't think of many vocalists with such a diverse set of albums while still giving an incredible peformance. And devin is not 'natural' or has no 'charisma'? Wtf you talkin about?

More people would be into this dude if he had a naturally appealing voice is my honest assessment but whatever.
He's not as popular as your Tool's or even your Porcupine Tree's - simple reason imo, he has a slightly weird approach to vocals.
