Off with Her Tits, Hardware Software and Staying Power actively grating.

Lots of post-punk in the 80s was pretty poppy, yes (e.g. Lovesong). I suppose I mean a pop artist that made pop music, but taking from the darker/gother side of 80s music, instead of the synthy/dancey side.
(Side note, it is interesting that disco revival/nu-disco pop is referred to in an 80s context, when disco music was mostly dying by then (barring European styles like italo-disco that you can find here). I believe this is because Disco revival/nu-disco pop is actually more downstream from synthwave imo; and is sonically pretty far removed from electro-disco of the late 70s)

I think the issue with what you are looking for is how unmarketable it would be. Quite literally pop for people who don't like pop. I'd be down to hear it, but pop where the main idea is writing dark/depressing songs is going to have a very limited reach. Synthwave is so rampant because it is pretty easy to market and fulfills the requirement of upbeat, lighthearted fare, even when the lyric subject matter is dark.
